If the Lumber Mill is exhausted, can it still be destroyed to reduce the cost of a structure by four?

Yep. The nice thing about abilities that do not require the card to exhaust is that they can be used even if a card IS exhausted.

You'll find that rule under the Abilites section under exhausting abilties. Lumber Mills are sweet. =)
